3. ICU4J test excecution time speed up
    Andy gave an overview of execution time speedup
    Mark: Add a command line parameter to check if a method is taking a long time, if yes then fail
    
4. Proposal: New folder in jitterbug for calendar and timezone 
    Geoge: calendars and timezones need a separate folder in trac & jitterbug
    Name: time_calc
    
5. DateTimeScale Naming issue
    Markus; new date time scale API for unix time with second precision. What should be the name? preferences?
    Concensus: Unix_Microsecond_Time

6. Arabic shaping code contribution
    Long discussion about Persian characters and presentation forms followed.
